I am going to make a lot of curves for the hair.
First I will make hair block. See the picture no.19 on the bottom of this tutorial.
1. Make a sphere first.

2. Cut into a half. Put on the head.
3. I am going to make a pony tail by using a cylinder.
4. Move vertices and make a shape like a pony tail.
5. Delete the cap.
6. Delete the bottom cap too.
7. Insert edge loops as you need。

9. Adjust the shape.
10. Subdivide polygon with Smooth.
11. Adjust the shape.
12. Insert an edge loop like the picture above.
13. Select the edge loop like the picture above.
14. Move to the inside using Scale tool..
15. Delete faces on the top because they are triangles.
I am going to convert to NURB surface.
In order to do that, I need clean 4-side faces
16. Select edge loop and scale them smaller.
17. Use Torus for the hair band.
